keep health testing costs lower and more breeders and
owners might do health testing. The Board sends this back
to the Health Committee for their input.
There is some concern on the Health Committee about de-
claring a dog CBP (Clear by Parentage) for POAG because
the Database or Club does not give a Health Certification. It
is only an informational tool. Also there is committee mem-
ber who is worried that some mutations might occur when
2 clear dogs are bred. Science and genetic laws make the
possibility of mutation very small. The AHT (Animal Health
Trust) in England, that researched POAG and developed
the POAG test, believes that the designation of CBP is good
for at least 2 or 3 generations. A 4th generation would be
tested to prove the efficacy of the test.
MOTION #10-15-06 (Quintenz, second Henson) move that
the PBGVCA Database add CBP (Clear by Parentage) as a re-
sult for the children and grandchildren (1 & 2 generations)
of clear parents as determined by the AHT. Voting in favor:
Cannon, Swaine, Holoubek, Cooper, Bustin, Willmann,
Megli, Henson, and Quintenz. Opposed: Cohen. Absent:
Williquette. Motion passed. (Designations for offspring
would be CBP1-1st generation, CBP2-2nd generation.)

The correct procedure for requests made of the
PBGVCA to participate in other Club studies is to fun-
nel the request directly to the Health Committee for
consideration.
Tiffany asked Jo to find the correct procedure for ask-
ing CHIC to add requirements.
The Board discussed the possibility of another Health
Survey. Bob referred the BOD to the Health Survey
results on the PBGVCA website.
MOTION #10-15-07 (Cohen, second Bustin) moved to
accept the replacement Trophy description as pre-
sented for Best Puppy. Motion passed with Henson
opposed.

PBGVCA 2015 Mid-Year Meeting
3rd Session – Satuday, October 24 – 4:00 p.m. CDT
(Meeting was held by Conference Call. The BOD decided since we had already
used the Charlotte venue for a previous National Specialty, it was not necessary)
In Attendance: Sandy Bustin, Tiffany Cannon, Bob Cohen,
Susannah Cooper, Anne Gallant, Lindley Henson, Stepha-
nie Holoubek, Lora Megli, Gloria Swaine, Jo Quintenz,
Vickie Willmann. Pam Helmer joined the call.
Absent: Mike Williquette
Topics for 3rd Saturday Session are - Rescue – including: 1)
approach to foster dogs; 2) refund to club member with
medical expenses from foster related incident; 3) reim-
bursement procedures; 4) Open Discussion; …and
National Specialty Shows (with Pam joining the call) – in-
cluding: 1) chairman for 2017 and location for west;
2) ideas for making specialties more ‘fun’ - what are some
things other clubs do? 3) changing locations to be more
centrally located?; 4) org chart; 5) Open discussion.
Session was called to order at 4:05 p.m. CDT.
Rescue -- Bob discussed that he is drafting a new Fos-
ter agreement that should better cover us in future
incidents and will expand the adoption agreement.
It will be given to each Foster with explanations of
expectations and cautions of fostering. Each Foster will
be asked to sign the Foster agreement and the Rescue
committee will retain the signed agreement.
The Health and Rescue Foundation met Tuesday Octo-
ber 20th. There was concern how any payment made
for this issue might effect their 501(C)(3) designation.
Bob consulted with our lawyer in Nebraska and it was
felt the Foundation designation would not be affected.
From the meeting Bob felt like the Foundation would
be agreeable to possibly paying 1/3 of the medical
costs of the injury incident, with the expectation of the
PBGVCA paying the same 1/3.
